To be placed on the ballot as a candidate for the US House of Representative, John is required to have petitions signed by the citizens of Florida. The petitions must be signed by registered Florida voters. "Signatures may be obtained from any registered voter in Florida regardless of party affiliation or district boundaries." In other words, any registered voter in the state of Florida may sign John's petition.
